The following, which was advanced to third reading from the April 3,

     CS FOR HOUSE BILL NO. 64(FIN)                                                                                              
     "An Act relating to permanent motor vehicle registration; relating                                                         
     to the registration fee for noncommercial trailers and to the motor                                                        
     vehicle tax for trailers; and providing for an effective date."                                                            
                                                                                                                                
Representative Stoltze moved and asked unanimous consent that                                                                   
CSHB 64(FIN) be returned to second reading for the specific purpose                                                             
of considering Amendment No. 1.  There being no objection, it was so                                                            
ordered.

Representative Stoltze moved and asked unanimous consent that                                                                   
Amendment No. 1 be adopted.  There being no objection, it was so

Representative Fairclough moved and asked unanimous consent that                                                                
she be allowed to abstain from voting because of a conflict of interest.                                                        
Objection was heard, and Representative Fairclough was required to
